PLANNING AND ZONING COMMISSION
JUNE 27, 2012
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on June 27, 2012.
CALL TO ORDER
The meeting was called to order at 7:07 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that would be voting in place of Crystal Hernandez would be voting in place of Pete Bonzani. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

MINOR FLOOD HAZARD DEVELOPMENT PERMIT APPLICATION – 63 Shawnee Road, To allow construction of a 16’ x 16’ roofed detached deck to the rear of an existing mobile home.
Applicant: Yves Michaud
Upon a motion by Tom Fitzgerald, seconded by John Ryan, the Commission Voted (7-0) to Approve the above Minor Flood Hazard Development Permit Application with the following conditions:
- In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans for the deck are to be signed and sealed by the Land Surveyor, Professional Engineer, or Architect who is responsible for the work.
3. Provide a letter from a Professional Engineer certifying that the proposed deck meets minimum requirements outlined within the zoning regulations.
4. Provide a map depicting the proposed deck and the Special Flood Hazard Area.

MINOR FLOOD HAZARD DEVELOPMENT PERMIT APPLICATION – 22 ~~
Colonial Lane, To allow reconstruction of an 8’ x 12’ accessory shed to a residential structure.
Applicant: Maria V. Rubert
Upon a motion by Kathy Salemi, seconded by John Grottole, the Commission Voted
(7-0) to Approve the above Minor Flood Hazard Development Permit Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon
information provided by the applicant and, if such information subsequently proves to
be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified
suspended or revoked.
2. The proposed shed shall utilize the existing foundation of the shed that has been removed.
3. The proposed shed shall be anchored at all four corners using a system that is acceptable to the Town Engineer.
4. Flood openings shall be installed at the base of two opposite walls of the shed having a minimum opening area of 8”x12”.

5. Provide a manufacturer, retailer, or home center drawing of the pre-built shed and its specifications.

SITE PLAN APPLICATION – 24 High Street, Construction of one canopy structure over proposed fuel pumps and fuel tanks replacement to an existing automobile filling station.
Applicant: TO Design LLC
Upon a motion by John Ryan, seconded by Paul Roczynski, the Commission Voted
(7-0) to Approve the above Site Plan Application with the following conditions:
- In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
3. Provide a site plan approval block and engineering inspection note on each sheet of the plan set.
4. Verify with the Town of East Hartford inspections and permits department that quantity of the proposed parking spaces meets minimum requirements outlined within the zoning regulations and also verify that the proposed canopy meets minimum setback requirements outlined within the zoning regulations.
5. If the facility is to remain open during construction provide an acceptable means to safely maintain access for entering and exiting vehicles.
6. On sheet C-0.0, provide a means to control soil erosion down gradient of the proposed work area.
7. On sheet C-1.0, Revise note 6 to specify that all disturbed areas are to receive 6” of topsoil and turf established unless otherwise specified.
8. On sheet C-1.0, graphically depict limits of pavement sawcut and restoration.
9. On sheet C-1.0, provide additional dimensions to layout the proposed parking stalls.
10. On sheet C-1.1, add a cleanout to grade at the northern end of the proposed roof leader collection piping and specify top of frame elevations for monitoring wells that are to be reset.
11. On sheet C-1.1, graphically depict all proposed underground conduit locations.

12. On sheet C-2.0 revise the turning movement diagram so that the truck is leaving Main Street or High Street from the lane closest to the subject property.
13. On sheet C-3.0, revise the drywell detail to specify a minimum design loading of HS-20, revise the integral curb and sidewalk detail to specify a depth of processed aggregate, revise the dumpster enclosure detail to specify a fence type and provide fence details.
14. Provide all construction details necessary to construct the proposed site improvements shown on the plans.

SITE PLAN MODIFICATION APPLICATION – 135 Riverside Drive, Removal of existing building and construction of modular building in approximately the same footprint.
Applicant: Goodwin College Inc.
Upon a motion by Paul Roczynski, seconded by Tom Fitzgerald, the Commission Voted
(7-0) to Approve the above Site Plan Modification Application with the following condition:
- In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.

SITE PLAN APPLICATION – 1380 Main Street, Construction of a 9,000 square foot retail building, parking lot, and associated storm-water drainage system.
Applicant: Capital Development Partners, LLC
Upon a motion by John Ryan, seconded by Paul Roczynski, the Commission Voted
(5-2) to Approve the above Site Plan Application with the following conditions:

- In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
3. Provide a site plan approval block and engineering inspection note on each sheet of the plan set.
4. On sheet C-1, revise note 4 to specify that disturbed areas shall have 6” of topsoil and turf established.
5. On sheet C-2, add a note to the plan specifying 8” thick sidewalk within the limits of the proposed driveway.
6. On sheet C-3, revise the grading along the northern property line to depict a maximum of a 2:1 slope.
7. On the detail sheets add all details necessary to construct the proposed improvements, replace the CT DOT sidewalk details with the Town of East Hartford sidewalk details.
8. Perform testpits within the limits of the proposed stormwater management areas prior to the filing of final plans to confirm subsurface soil condition and groundwater assumptions, revise computations as necessary, and add the testpit results to the plans.
9. Revise the outlet structure and piping for bio-retention basin to reduce the likelihood of floatation during high water events and confirm that calculations for the basin account for water stored below the outlet invert elevation.
10. Applicant shall install a bike rack in a suitable location approved by the Town Engineer.
11. Site Plan Improvement Bond set in the amount of $9,800.00.

SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION - ~1380 Main Street, Construction of a 9,000 square foot retail building, parking lot, and associated storm-water drainage system.
Applicant: Capital Development Partners, LLC
Upon a motion by Paul Roczynski, seconded by Tom Fitzgerald, the Commission Voted
(5-2) to Approve the above Soil Erosion and Sedimentation Control Application with the following condition:

1. Final plans are to be signed and stamped by the Professional Engineer, Land
Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
(Commissioners Kathleen Salemi and John Grottole voted in opposition to the motion)

Upon a motion by John Grottole, seconded by John Ryan, the Commission Voted (7-0) to Adjourn the meeting. The meeting was adjourned at 7:43 p.m.
